Severance Increase Won't Be Added to Ellisville City Manager Contract
Ellisville City Council vote resulted in a tie, nixing the proposed contract revisions.
A proposed contract alteration that would increase severance allowance for Ellisville City Manager Kevin Bookout ended in a tie vote from city council at the Dec. 5 council meeting.
The revision would have added an additional one month's worth of salary pay for each year served if Bookout were to be removed without cause from the city manager position, packaged with the current six months salary and health premium already in his contract. At present, after six years of service, Bookout would earn an additional six months of pay, with the cap at 12 months.
After the bill's first reading, the tie vote prevented the measure from moving forward.
Council Member Matt Pirrello said Bookout's original contract from December 2006 had nine months of severance pay and was reduced to six.
"Ultimately, this is an expense we hope the city will never have," Pirrello said. "He only receives severance if he's fired for no reason at all."
Council Member Michelle Murray said Bookout "has provided great leadership" and that she saw the revision as "commensurate" to his service.
"We've had personnel issues in the past," Murray said. "[Bookout] shows the impact of a good staff versus one with issues."
In the 3-3 tie, Pirrello, Murray and Troy Pieper voted for the ordinance. With Roze Acup's absence, Dawn Anglin, Linda Reel and Mayor Adam Paul voted against it.
Paul walked through a presentation of concerns he had with the increase, calling it an "ordinance of trepidation." Paul said he did not view the contract comparable to similar area cities.
"My intent is not to let everybody go here," Paul said. "At the end of the day, I have nothing against this council other than the power-playing, trepidations and fear of what will happen with the next council."
Pirrello reiterated that the council has no control over any contract employees with the exception of Bookout and City Clerk Catherine Demeter.

You are on the right track, Mayor Paul.
Pirello is just feathering his nest and working on his exit strategy.
Bookman may be doing a fine job and exceeding requirements. If so, give him a raise or a bonus. Not a gilded parachute if he is fired w/o cause to pay him 'extra' to *not* work for the city. We, the taxpaying citizens of Ellisville get zero benefit from any such payouts. I would also question why those two positions are contractors and not employees if they are permanent needs of the city (or are now known to be after six years).

The sooner that vagrant Pirrello is out the better.
I think Bookout has done a fine job, but this is not warranted (nor the norm) and amounts to political favors by Pirrello. Pathetic.
Mayor Paul is absolutely right to resist the change.

Bravo to Mayor Paul and the elected officials that saw this for what it was -- someone wanting to *make money* off of getting terminated. If the City Manager is doing his job well, he shouldn't be worried about an extended severance package.
Agree with Mike K asking the questions about why the Manager and City Clerk are contracted positions. As a taxpaying citizen of Ellisville, I would like an explanation on how this benefits the City.

I am not some blow hard pretend millionaire who claims he has to pinch pennies. I have to pinch pennies.
This council plays fast and loose with Ellisville tax money. A couple of them look like they are wising up to the shenanigans.
Everybody is watching everything they do now including trying to sneak things on the agenda in violation of their own rules. They have have nobody to blame but themselves.

Mayor Paul is doing such a great job that Mercedes is leaving Ellisville for the city of St. Louis. There goes more jobs and thousands of tax dollars. Good job Mayor Paul for turning Ellisville into a ghost town while resisting change.

Seriously mikey, show us all how informed you are: What is the municipal tax rate applied to each sale? In terms of tax density, how efficient was the Mercedes dealership?
As for jobs, what is your concern? How many Ellisville residents were actually employed by the dealership?

Some pretend millionaires will have to drive to the City of St. Louis (that was stupid enough to give the dealership a tif to relocate) to buy their pretend Mercedes.
Mercedes will find their security costs skyrocket operating in the city.
Doesn't sales tax money paid on cars go back to the county and municipality of the car buyer in Missouri?
If that's the situation, no skin off our nose.

Our great boy Mayor claim to fame thus far has be to resist all new businesses looking to locate in Ellisville and drive out three major employers in his relatively short term as Mayor. Wait until your Ellisville services including police protection are cut because this clown of a Mayor has driven the cities tax revenue into the ground because he doesn't have a clue of what it takes to lead a city. Little mike, you forgot to mention all of those white collar walmart jobs that are coming our way. It will more than make up for the loss, if I'm following your economic theories you proffer forth at every opportunity.
As I've said before, if Bookmark is doing a great job, give him a raise or a bonus. I'm pretty sure he won't refuse it because it isn't in his contract. Or convert his contract into permanent position.
I see the purpose of a contract to solve a short term staffing need. But six years?

But first before he moves, I want our great old goat commentator to bleat out an explanation of how Ellisville will be losing so much sales tax per Mercedes sold once they relocate. We’re still waiting.
I doubt he can sell his millionaire style duplex in this market. We're stuck with him.
Single family homes like thos along Weis will always hold their value better than manufactured crap communities of duplexes if government doesn't come along and wreck your values by tiffing to developers.

Pirello has his hands in all the wrong pots! He is corrupt and needs to get out of politics. Everything he has been involved with is questionable! Why do people keep electing this man, because he has nothing good to offer this community. He is a joke and so is Kevin Bookout his little Las Vegas party buddy.
