Audits, Biz Regulation Set Before Ballwin Council for Monday

The Ballwin Board of Aldermen is scheduled to meet Monday night to address regulation of commercial displays as well as businesses' use of trailers.

The Ballwin council will meet Monday to hear the results of the city's audit, consider legislation regulating the use of commercial trailers and discuss possible regulation of outdoor displays set up on storefront sidewalks.

The council also will consider approving a bid for new insulation at the Ballwin Police center and government center, and address concerns from residents opposed to construction of connector trails near The Pointe at Ballwin Commons.

The meeting is scheduled to begin at 7 p.m. on Monday at the .

Food Trucks / Trailers (Bill # 3675)
This legislation will formally adopt the draft guidelines.

• Liquor License Renewals
Applications for the fiscal period beginning July 1, 2011 are submitted for approval.

• Police Department Upgrades
It is recommended that a new window system and related enhancements be purchased from North American Bullet Proof, who submitted the low bid of $8,429.

• Lightbars
It is recommended that the bid be awarded to Ed Roehr Public Safety.

• Future Meetings
It is recommended that the Board implement a one meeting per month schedule for June, July, and August.  Direction, by motion, is requested.

• Closed Session
Mayor Pogue would like to conclude the discussion of the Prosecuting Attorney vacancy after all other agenda issues have been addressed.

• 2002 C.O.P.S. Bond Debt
This is regarding the prospect of early debt retirement in light of the current low rate of return on our investment portfolio.

• Outdoor Displays
The survey research is now complete. There are 11 volunteers who have expressed an interest in participating in a focus group exercise.  It is recommended that City Planner Tom Aiken, Business Resource Officer Rob Rogers, and an Aldermanic representative coordinate this initiative.

• Spray Foam Insulation
The spray foam insulation enhancement in the Government Center and the Police station was rebid because the original low bidder refused to honor his contract since the result exceeded budget.  Direction, by motion, is requested.

• Pointe Connector Trail
This is regarding a grant to construct a trail from The Pointe to Melanie Meadows.  The West Glen trustees have endorsed this plan, but the residents who are adjacent to the Melanie Meadows easement have expressed their opposition.  Since we are now at the point of application, Board direction is requested.
