Ballwin Council to Discuss Construction Purchases, Budget Preparations

The Ballwin Board of Aldermen will meet Monday to vote on multiple hardware purchases for the city's public works departments and other city business.

Mayor Tim Pogue and the Ballwin Board of Aldermen will meet to vote on city purchases, renew ethics legislation and discuss considerations for next year's budget starting at 7 p.m. on Monday at the .

Monday's meeting will be the first since Tuesday's election, when beat out incumbent Pat McDermott to become the sole newcomer to the Ballwin board.

MINUTES
The Minutes from the March 14, 2011 Board of Aldermen meeting will be submitted for review and approval.

PRESENTATION
This is regarding the Kehrs Mill Road Resurfacing and Sidewalk Project. 

PROSECUTING ATTORNEY (Bill # 3669) 
This legislation amends the provisions related to the appointment of the Prosecuting Attorney.

CONFLICT OF INTEREST  (Bill # 3670)
The State of Missouri requires that we readopt and submit this ordinance every 2 years.

EASEMENT ACQUISITIONS
It is recommended that this contract be awarded to O.R. Colan Associates, who submitted the low bid of $31,100 for this professional service.

SALT
The Board approved a supplemental budget appropriation to purchase additional salt in 2011.  Authorization to proceed is now requested.

SKIDSTEER REPLACEMENTS
It is recommended that we purchase these replacement units from Bobcat of St. Louis, who submitted the low bid of $69,920.56. 

JOINT SEALER
It is recommended that this maintenance material be purchased from Clayco Midwest, who submitted the lowest price from the 5 bids that were received, in the amount of $7,705.25.

CONCRETE
It is recommended that this contract be awarded to Landvatter Ready Mix, who submitted the low unit price bid of $68.13/cy.

SLAB REPLACEMENT
(WITH MILLING)
It is recommended that this contract be awarded to Krupp Construction, who submitted the lowest of 4 bids for this work, with the addition of Del Ebro Drive.

SLAB REPLACEMENT
(NO MILLING)
It is recommended that this contract be awarded to N. B. West Contracting, who submitted the lowest of 6 bids in the amount of $1,053,860 with the addition of 4 streets. 

RIES ROAD CURB AND GUTTER REPLACEMENT
It is recommended that this contract be awarded to Midwest Mudjacking, who submitted the lowest of 6 bids received, in the amount of $92,269.

FIREWORKS
It is recommended that this contract be awarded to Gateway Fireworks, of St. Louis, for 2 shows at the Ballwin Days festival.

2012 BUDGET
We remain guardedly optimistic that we can complete this budget year within projections.  Direction regarding future preparation is requested.

FOOD TRUCKS
Staff has researched the impact of allowing satellite food trucks and related parking within the commercial business district.  Several legislative changes would be required to accommodate this request.

HOT MIX ASPHALT
The City Engineer recommends that unit price contract be awarded to Simpson Construction Materials, who submitted the lowest combination price for hot mix, disposal of all broken concrete and asphalt and associated hauling.

CONSTRUCTION DEBRIS
The City Engineer recommends that we reject the Peerless proposal and accept the alternate bids in conjunction with the hot asphalt contract.

CRUSHED ROCK
The City Engineer recommends award of this contract to Fred Weber, Inc., based on a unit price of $9.25 per ton.

FINANCIAL REPORTS
This is regarding the 2010 financial report and the first quarter of 2011.

DEPARTMENT REPORTS 
Each Department Head has prepared an overview and analysis of their 2010 activities, as well as projections for 2011 and beyond. 

LEGAL UPDATES 
City Attorney Bob Jones will provide a status report on pending legal issues.
