Ballwin Council to Host Special Meeting Monday

The Ballwin Board of Aldermen is scheduled to host a special meeting Monday to discuss new aldermanic vacancies and other city businesses.

The Ballwin Board of Aldermen is scheduled to meet Monday night, in part to address two vacancies that recently occurred on the board.

In addition to legislation dealing with streets, purchases and other city business, the board is expected to address vacancies created by Alderman Ron Markland, who in June, and Alderman , who died Saturday, Aug. 6

Possible board replacements are scheduled to be disccussed at a special meeting beginning at 6:45 p.m. Monday at the . The meeting that previously was scheduled for Aug. 22 will immediately follow at 7 p.m.

Mayor Tim Pogue also will discuss vacancies on the Ballwin Board of Adjustments.

Minutes (Meeting record)
The Minutes from the July 18, 2011 Board of Aldermen meeting and Closed Session are submitted for review and approval.

Chavanel Streets (Bill # 3685)
This legislation authorizes acceptance of the streets in Chavanel Subdivision for public maintenance.

Sewer Easement (Bill # 3686)
This legislation authorizes the granting of an easement to provide for the construction of a sanitary sewer for the Rothman Furniture redevelopment parcel. 

Kabuki Liquor Sales (Bill # 3687)
This legislation authorizes a S.U.E. to permit on-premises alcoholic beverage sales by the drink.

McDonald's S.U.E. (Bill # 3688)
This legislation amends their site plan to provide for dual drive through ordering stations. 

Special Events (Bill # 3689)
This legislation authorizes an increase in the number of special events in the commercial district from 3 to 4 per year.

Fire Hydrants (Bill # 3690)
This ordinance calls for the installation of 2 fire hydrants in the Sunset Grove Subdivision.

Re-appropriation (Bill # 3691)
This legislation increases 2011 budget appropriations to provide for an upgraded computer software system.

Land Disturbance Escrow Requirements (Bill # 3692)
This proposal calls for the escrow amount to include 100% for land disturbance activities (i.e. clearing, grubbing, grading, silt control, retaining walls), 10% for non-public improvements, and 110% for public improvements.  The developer would be given credit for the escrow amount deposited with MSD.

Community Development Block Grant (Bill 3693)
This legislation authorizes Ballwin’s participation in the program. 

Crack Sealing
It is recommended that the contract to seal 20 centerline miles of our asphalt streets be awarded to Sweetens Concrete Services, who submitted the low bid of $70,000. 

Salt Co-Op Purchase
It is recommended that we purchase 2,000 tons of salt from North American Salt Co., who submitted the low bid of $99,860, with delivery.

Salt Purchase
It is recommended that we purchase 1,840 additional tons of salt on the open market from North American Salt Co., the low bidder, at a unit price of $53.58 per ton, delivered. 

Appointments
Mayor Pogue would like to address the vacancies for the Board of Adjustment.

2012 Budget Preparations
This is a suggested meeting schedule for future budget preparations.

Solicitation I.D.
A photo I.D. card system has been acquired with funds from the asset forfeiture fund.  An ordinance is requested to assess a fee to recover our related costs. 

Golf Club Rentals
It is recommended that our rental fee schedule be adjusted to make us more competitive.  A motion to draft appropriate legislation is requested.

Bandwagon Rental
In the interest of remaining “market competitive”, it is recommended that we increase our rental fee to $650 and reduce our security deposit requirement to $250.  A motion to draft appropriate legislation is requested. 

Policy Manual Review
It is proposed that the Board resume its review of the manual by addressing the remaining issues which are reflected under the Miscellaneous Section 9.

Outdoor Displays
Draft legislation will be reviewed by the Board.

Legal Updates
City Attorney Jones will provide status reports on pending issues such as Great Streets and Clayton Corners for Board consideration.
