Ballwin to Swear in New Aldermen; May Increase Solicitor Fees

The Ballwin City Council is scheduled to meet Monday, when two new aldermen will cast their first votes on city purchases, fee increases and more.

The Ballwin City Council will consider new city ordinances dealing with fees for solicitors, upgrades to outdoor equipment and computer software, in addition to swearing in two new aldermen at Monday's council meeting.

The board is scheduled to vote on a proposal that would increase the city's solicitation permit rate to $25 per day for each solicitor. Board members also are poised to approve several "consent" items, including new contracts for phone and internet service, a $33,000 Microsoft Office software upgrade, and a city program that would certify Ballwin residents seeking to do electrical work on his or her home.

Monday night's board meeting also will be the first since Ballwin's Shamed Dogan and Kathy Kerlagon had their appointments as aldermen . Dogan and Kerlagon are scheduled to be sworn in Monday night and will take over as a Ward 2 Alderman and Ward 4 alderman respectively.

A representative from Allied Waste will be on hand to discuss potential collection changes.

Land Disturbance Escrow Requirements (Bill 3692)
This proposal calls for the escrow amount to be adjusted for non-public improvements.

Solicitation Fee (Bill # 3694)
This legislation establishes a $5.00 fee for solicitation I.D. cards.

Golf Clubhouse Rental (Bill # 3695)
This legislation rolls back the fee for weekday rentals from $400 to $200.

Gross Receipt Rates (Bill # 3696)
This legislation retains our current gross receipt rate in light of the recent Ameren rate hike. 

Telephone Service
It is recommended that this contract be awarded to World Net Windstream and AT&T, who submitted the lowest and best bid of $1,960.78 per month for a 3-year term.

Temporary Manpower
It is recommended that we award this contract to the low bidder, Westside Personnel Services, for an amount not to exceed $15,052.80. 

Resident Electric Test
It is recommended that staff be authorized to offer an electrical test to pre-qualify residents who want to do their own minor electrical work.

Software Upgrade
It is recommended that we upgrade our system to Microsoft Office Pro Plus 2010 at a cost of $32,299.20 under State contract.

Policy Manual
This is a review of the manual by addressing the remaining issues which are reflected under the Miscellaneous Section 9.

Ferris Park Demolition
It is recommended that the vacant group home structure located on this property be demolished.  Direction, by motion, is requested.

Stump Grinder
It is recommended that this replacement equipment be purchased from K&K Supply, who submitted the second lowest bid of $18,089 with trade.
