Ellisville's City Manager Kevin Bookout's contract is up for review along with a public hearing on the 2013 budget at the Ellisville City Council meeting Wednesday.
Revisions to Bookout's contract were suggested at the last council meeting. As previously reported by Patch, updates would include another month's salary per year served in the position, capping at a 12-month severance pay, in addition to the six months provided in the current contract. Bookout has been city manager since 2006.
Other items on the agenda include:
- Second reading on an ordinance amending a land use article regarding commercial zoning districts
- An ordinance amending code on parking in front yards in residential zoning districts, specifically tied to boats, trailers and campers
- An ordinace authorizing an agreement with the St. Louis Area Police Chiefs Association for development and use of physical ability standards and testing for police officers

Can't wait until Walmart breaks ground for the new Ellisville store. Looks like the new Schucks store off Clarkson is doing quite well. Where are all the traffic problems and injuries to the Marquette students the anti-growth crazies were crowing about when they were opposing the store? As usual just a bunch of lies by the usual West County suspects that campaign against any commercial development in our area.
Since when does a 6-10 year job get you a severance package on top of pension benefits? Are we saving money by under-paying now and paying later via a severance package? Is not giving what will be a former city manager a deal-breaker for him to stay on another year? I don't know Mr. Bookout and I am making no opinion on his performance. Just looking at it from a business viewpoint. It doesn't sound like 'reward for performance' to me.
They were never adequately address by city council members who implied not all that long ago that the city was on the edge of a fiscal abyss and needed yet more and more tax money. It appears to be another unnecessary give-away. I feel badly for other city employees.
If he's doing a great job, then either give him a raise or a bonus for the work he's doing now, when the city is benefiting. Gilding the parachute is a waste of our tax dollars. The city gets ZERO benefit to any dollars in a *severance* package. What are they thinking? Unfortunately, I have another commitment and cannot attend city meetings on Thursdays.

Lawsuits have a way of slowing things down or stopping them cold. We shall see.
