Man Charged with Choking, Restraining Woman

A man from the Ballwin area is being charged with felonious restraint and third-degree assault stemming from an incident Friday in Mehlville. According to a St. Louis County Police report, Matthew A. Carta, 31, of the 700 block of Overlook Circle in Valley Park, assaulted a woman, choking her and preventing her from getting away. The victim was visiting with Carta in the 2600 block of Park Hill in Mehlville, when he refused to allow her to leave. He started choking her and tried to force her into another room, the police report said. The woman eventually unlocked the door and fled. Bond was set at $20,000.
