Debate Sparked Over Non-Motion to Stay Mayor's Impeachment

Lawyers for both sides went back and forth Wednesday and Mayor Pro Tem Matt Pirrello tells crowd after meeting he will resign if judge finds against city in impeachment hearing.

A motion that wasn't on the agenda nonetheless dominated the conversation Wednesday night at the Ellisville City Council meeting. Two new council members, Mick Cahill and Gary Voss, requested that a motion to either stay or reverse the previous council's move to impeach former Mayor Adam Paul be put on the agenda. The request was denied after City Manager Kevin Bookout consulted with Special Council John Maupin.  Maupin said the request failed to meet the standards of Roberts Rules of Order and was "inept" under the circumstances. "If there was a building to be demolished, a stay would be in order to prevent something from happening before it is too late," he said.  Paul's attorney Chet Pleban disagreed with Maupin's reading of the law and…

Elllisville City Attorney Explains Impeachment Role to U City, Other Officials in Letter

Paul Martin serves as the city attorney for University City, Olivette, Rock Hill, Crystal Lake Park and Ellisville. He was mostly absent during the impeachment proceedings against former Mayor Adam Paul.

Ellisville City Attorney Paul Martin, one of the key players in the impeachment of former Mayor Adam Paul, explained his role in the community drama in a letter to the other cities where he serves in the same capacity: University City, Olivette, Rock Hill and Crystal Lake Park.  During the recent impeachment of Ellisville Mayor Adam Paul, Martin's name was featured prominently in media coverage of the hearings. Ellisville Residents Picket on Manchester Road to 'Support Mayor Paul'

About 20 residents stood alongside Manchester Road in Ellisville Wednesday with signs declaring their support for Mayor Paul, who faces an impeachment hearing later this month.

Cars honking on Manchester at 5 in the afternoon may not be out of the ordinary, but near accidents weren't the cause of honking horns Wednesday evening near the Pasta House in Ellisville. About 20 residents stood alongside the road with signs pleading "Support Mayor Paul" from about 5 to 6 p.m., including Adam Paul himself. Paul, awaiting an impeachment hearing later this month after the city council moved forward with a resolution to remove him from office, was beaming. The elementary school will now serve as the stage for Ellisville Mayor Adam Paul's impeachment hearing.

The hearing surrounding Ellisville Mayor Paul's impeachment has been moved from Ellisville City Hall to Ellisville Elementary to accomodate a larger crowd. Action to remove Paul from office was launched last month after a resident claimed Paul violated the city charter by using authority out of turn and ordering a police officer to remove a member of the public from meeting premises. The complaint was dismissed the same week city council passed a motion to draft a preliminary resolution to remove Paul from office. The initial 11-page resolution included charges that Paul drank and used profanity on the job, recorded confidential meetings and usurped authority. Former Mayor Pirrello Will Lead Ellisville Council Meeting

The council member and former mayor will act as mayor pro tem in Mayor Adam Paul's suspension.

Ellisville City Council Member Matt Pirrello is slated to act as mayor pro tem during Mayor Adam Paul's suspension, with a hefty agenda for the council meeting Wednesday. The meeting March 6 is the first regular council meeting without Paul at the helm since the council initiated impeachment efforts last month. Read more of Patch's coverage of the impeachment here. Ellisville Council Is 'Bush League,' Post-Dispatch Editorial Says

The newspaper wasn't complimentary to the actions of city officials involved in the move to suspend Mayor Adam Paul.

An editorial in Monday's edition of the St. Louis Post-Dispatch called Ellisville city council members "bush league" in their actions leading to the suspension of Mayor Adam Paul last week. Council members voted 5-0 on Wednesday to suspend the mayor while it prepares to convene a sort of "evidentiary hearing" on March 20 to investigate the charges leveled against Paul. The mayor was elected largely on an "anti-Walmart" platform and he has been outspoken in his opposition to the city's efforts to attract the department store to the corner of Clarkson and Manchester roads. Is Ellisville's City Council at War over Mayor Paul?

The Post-Dispatch used the word "war" in its front-page headline on Tuesday as the city council prepares to meet this evening on an impeachment resolution.

When the Ellisville City Council meets today at 6 p.m., the one and only item on the agenda is a member of the council itself: Mayor Adam Paul. Council members will take up a resolution drafted in the last few days questioning whether Paul has violated the standards of his office and committed "acts of misfeasance, malfeasance and nonfeasance" in the administration of his office. The provisions of the resolution to be considered today call for the immediate suspension of Paul from office for 45 days. The council would then convene, essentially, an evidentiary hearing, with witnesses and sworn testimony, to determine whether there is cause to remove Paul from office, or, in the words of the resolution, whether Paul "has forfeited his office…

Mayor's Lawyer Seeking Writer of Anonymous Letter

Chet Pleban, representing attorney for Ellisville Mayor Adam Paul as the City Council begins attempts to remove Paul from office, is looking for help to further investigate claims written in an anonymous letter Paul received.

Chet Pleban, attorney for Ellisville Mayor Adam Paul, is seeking out the author of an anonymous letter Paul received to further investigate "serious" allegations noted in the letter. Paul, in the midst of a process Ellisville City Council moved forward with last week to remove him from office, received the letter that Pleban said "requested an investigation into certain issues." "Because of the serious nature of those allegations, an investigation is certainly warranted," Pleban said in an email to Patch. "The desire of the author to remain anonymous will be respected."  Pleban requested the author of the letter or someone acting on the author's behalf contact him or Attorney Lynette Petruska at 314-645-6666. Ellisville Mayor's Impeachment Topic for Special Meeting Wednesday

A special meeting of the Ellisville City Council has been scheduled to discuss a resolution that could remove Mayor Adam Paul from office.

Ellisville City Council has scheduled a special meeting for Wednesday regarding a preliminary resolution to remove Mayor Adam Paul from office. At the regular council meeting last week, Council Member Michelle Murray proposed a preliminary resolution to begin the process seeking Paul's removal. All council except Paul and Linda Reel voted to approve the motion. The motion came shortly after the council accepted the Charter Enforcement Commission's negative recommendation to pursue Paul's impeachment based on a resident complaint that claimed Paul violated the city charter. The special city council meeting is scheduled for 6 p.m. Wednesday at Ellisville City Hall. The resolution is the only action item on the agenda. Patch is tracking this …

I also do not agree with your view that the rest of the council has always followed the city charter, nor that they have never violated sunshine laws, nor have always followed the letter of the law. In fact, several of the "WHEREAS" statements in the resolution are attempts to claim as fact what is not actually fact.
